Under direction of the Senior Director of Procurement, the Purchasing Associate will select vendors and contractors via competitive quotes, bids and sole source determinations for the purpose of awarding and managing value-based contracts for a wide variety of goods, services and equipment in a transit organization
Research the marketplace to select best-in-class vendors and contractors who can meet or exceed the needs and requirements of the organization
Participate in cross-functional teams and assist in the development and evaluation of specifications and scopes of work prior to contract awards
Prepare & solicit Request for Quotes, Invitation for Bids & Sole Source determinations
Conduct vendor meetings, conferences and site tours
Analyze and negotiate purchase orders and process change notices
Ensure contractors and vendors adhere to terms and conditions of contracts
Evaluate proposals & prepare selection documentation for management consideration
Ensure vendor contract documentation meets or exceeds audit requirements
Identify local participation opportunities for National Corporate Purchasing Agreements
Process requisitions and create purchase orders and a variety of reports
Perform other procurement-related duties and projects, as assigned
Bachelor’s Degree in Business, Supply Chain Management, Economics, Finance or other related field of study,plus 3 years of purchasing experience or an appropriate combination of education and work experience
Strong problem-solving, negotiation, interpersonal and analytical skills
Excellent written and verbal communications skills
High work ethic – performs with minimal supervision and guidance
Organized self-starter who works well on team assignments & on an individual basis
Experience in preparing and managing Requests for Quotes and Invitations for Bids
Working Knowledge of Microsoft® Office Suite
Working knowledge of public and private sector purchasing including FTA governmental regulations and NYS and Nassau County contracting provisions, is a plus
C.P.M., CPSM, CPPO, CPPB or other procurement designation, is a plus

The employee is generally subjected to long periods spent sitting, typing and looking at a computer screen
